****UTAH CONSTITUTIONAL AMENDMENTS ON THE BALLOT****
Link to: Utah Legislature’s INFO of all below Amendments, with code text affected
AMENDMENT A- PROPOSAL TO AMEND UTAH CONSTITUTION – INCOME TAX- Breaking News!!! Amendment A, will appear on the ballot, but as of October 9, 2024 the Utah Supreme Court ruled the measure invalid and therefore votes cast on the measure will not be tallied. FOX13 Report / KSL Report
Text was: Shall the Utah Constitution be amended to allow income tax money to be used for all state needs and prioritize public education funding for changes in enrollment and inflation? If this amendment is approved, state statute will eliminate the state sales tax on food. ( )FOR ( )AGAINST PRO and CON INFO
AMENDMENT B- PROPOSAL TO AMEND UTAH CONSTITUTION – STATE SCHOOL FUND- Shall the Utah Constitution be amended to increase the limit on the annual distributions from the State School Fund to public schools from 4% to 5% of the fund? ( )FOR ( )AGAINST This concerns how much money annually they can take out of the SITLA account- that’s Trustlands money. That money is sent directly to each school for their community councils to decide what their particular school needs. It does not raise YOUR taxes. State Treasurer Explanation of Amendment B — PRO and CON INFO
AMENDMENT C- PROPOSAL TO AMEND UTAH CONSTITUTION – ELECTION OF COUNTY SHERIFFS Shall the Utah Constitution be amended to have the office of county sheriff be elected by
voters? ( )FOR ( )AGAINST PRO and CON INFO
**AMENDMENT D- PROPOSAL TO AMEND UTAH CONSTITUTION – VOTER LEGISLATIVE POWER
KSL News Report / Utah News Dispatch Report / SLC Axios Report
A fourth amendment, Amendment D, will appear on the ballot, though the state legislature appealed the ruling to the Utah Supreme Court and they ruled the measure invalid and therefore votes cast on the measure will not be tallied. The amendment was designed to expressly provide in the state constitution that the state legislature has the power to amend and repeal citizen initiatives. This is not in the citizen’s best interest. *** STILL CAST A NO VOTE if you want to send the message to the legislature to refrain in the future from removing YOUR Utah Constitutional Right to petition your government. In 1900, Utah became the second state in the nation to ratify and establish an initiative and referendum process! History of Utah’s Right To Petition
Legislature’s misleading ballot text: Should the Utah Constitution be changed to strengthen the initiative process(?) by:
- Prohibiting foreign influence on ballot initiatives and referendums.
- Clarifying the voters and legislative bodies’ ability to amend laws.
If approved, state law would also be changed to: - Allow Utah citizens 50% more time to gather signatures for a statewide referendum.
- Establish requirements for the legislature to follow the intent of a ballot initiative.
- ( )FOR ( )AGAINST

JUNE 2024- Primary Election INFO 2024
The County Assessor, Todd Griffin, had some follow-up info to our interview here– RE investments 4 year review. Parcels were deleted when the property was annexed into Heber City and new parcels were assigned. Acres fluctuations year to year are included. All parcels are accounted for and assessed each year. There are no RE Investment properties escaping taxation.
We have asked Todd a few times for the 2022, 2023, and 2024 copies of this PT-90 form above, and he has yet to produce them for us. I asked him again before this interview, and I have yet to receive them.
From County Assessor Todd Griffin- Update from yesterday’s question. MLS#1964570 assessed at $334 per sf. This was based on a neighborhood average for 2022 of $391 per square foot. The final 2023 average price per square foot $329 sf. 2022 & 2023 avg was $352 sf.
The subject property listing price dropped $291,880 since January. $100 per square foot less than the avg, and $90 less than the median. That property clearly sold below market for whatever reason.
Using the subject as an example, our assessment price per square foot was $5 from how this market actually performed.
Without a crystal ball I don’t know how we could have predicted the 2023 market performance any better.
